Can not build Dockerfile #170

Trying to build one of our Dockerfile results in a crash (exit code 22)

A link to a needed file for the AFNI installation is offline. We need to change the broken URL.

Found a possible solution here: https://github.com/ReproNim/neurodocker/issues/528

Changes related to conda (package installations) are also required. The installation of the required packages like jupyter via conda currently fails.
