added a bundle for TMLR #111

I have added a bundle for TMLR, based on the official template. It's largely based on the JMLR template, with slightly wider text (6.5 inches, instead of 6), and fontsize 10 instead of 10.95.

Hi! I just tried the TMLR bundle, and the font size are way smaller than the font sizes in the latex template of TMLR. Did it change in 2024 by any chance?
