ICML style updates #64

According to the style file (https://media.icml.cc/Conferences/ICML2022/Styles/example_paper.pdf), a few changes should be made here:

ICML captions are 9pt (the text is 10pt), so the font-size should base on 9pt. Currently, it bases on 10pt
ICML text-widths are provided in inches in the template above, so there is no need to internally start with pt and then convert
