conda recipe needs icu #5

We can't rely on having this available (or root to install it) on a linux system.

This is actually due to https://github.com/commontk/CTK/issues/178. Close in favor of Dockerfile to make reproducible builds: https://github.com/ihnorton/dockerfiles/tree/master/pnlbuild (WIP, buggy under CentOS6 still).
