Fix support for static build, and clean-up dependencies

For stand-alone superbuild (UKFTractography_BUILD_SLICER_EXTENSION=OFF):

• reduce size (and thus time) of ITK build by only building needed modules
  • set ITK_BUILD_DEFAULT_MODULES:BOOL=OFF
• DCMTK is not needed.
