Parallel: Internal timing and MM5 met input #12

  1. Add some internal timing using the GPTL. This is optional and GPTL is not needed to build DHSVM.
  2. Parallelize MM5 met input, including precipitation distribution.
  3. Fixed handling of surface water over impervious surfaces.
