This PR upgrades to HiOp@1.0.1+ on Frontier. The lag in Frontier's HiOp version breaks many things on Frontier. While we wait for the ROCm@5.6 upgrade (#89), I've updated HiOp based on ROCm@5.2.
I've also removed the use of the -no_optfile option in test, which I noticed as a warning when running tests, and the change log claims this was removed since v1.3. Let me know if you'd rather separate the two PRs.
