Port from Chapel 1.20 to Chapel 1.23 (pre-release). Pre-requisite for #53 and required for #75

[ ] Tuple conversion from 1-based to 0-based
[ ] Fixed Forwarding issue on record wrapper type.
[ ] Adjust to push_back removed
[ ] Double check managed vs unmanaged types
[ ] Nil-ability is no longer ignored/implicit in prototype module; requires overhaul

Check-List is Incomplete and non-exhaustive

It's fine, I'll try to handle it on my own for now, thanks for offering. It would take significantly more effort to coordinate than do it myself, I think. I'll let you know if I find it appropriate at a later date, though.
