Adding forecasted DOPF algorithm #19

Feeder federate:

  1. added publication to generate forecasted PV generation values from the PV systems
  2. compute mean solar irradiance for every time step over all PV systems and multiply with the PV MPP to get the forecasted generation.

OPF federate:

  1. evaluate the forecasted setpoints for the forecasted generation values.
  2. compute and publish the forecasted curtailment
  3. compute and publish the change in PV set points between real time and forecast

Post analysis:

  1. added plot for forecasted curtailment display
