Develop Weather Profile and Mappings to Solar Radiation Research Lab #183

We want Proven to ammend a query with Blazegraph query so that user doesn't need to know part of the information is coming from the Knowledge model and part from Influx.

Tasks

1) Revisit UML diagram from Nov 13 diagram for additional classes such as Location. 2) Use URIs based on Feeder Model to represent enumerators instead of strings 3) Revisit using namespaces. 4) Create profile for Weather Units of Measure (Does this require changes to CIM UML based on GridAPPS-D extensions?) 5) Update Proven to handle Blazegraph query on units of measure query. 6) Generate named graph to insert into Blazegraph. 7) Update platform to use units of measure reference data (Named Model in Hazelcast) in the Proven weather convertor.

Augment this task as the Weather profile being hosted on the Proven Stream to expedite retrieval of the header data.

@ericstephan Can we put this task on the backlog or close it if it is not needed anymore?
