Cut down on disk usage

Describe the solution you'd like Cleanup unnecessary files during/after processing.

• [x] delete temp table after usage
• [x] rename files after each build (lower peak usage by 40GB)
• [x] output addresses to pbf instead of osm
• [x] unzip working area only and cleanup after finishing

Describe alternatives you've considered buying bigger nvme ssd, good short term solution, but planned changes would require storing OSM data in db leading to much greater storage requirements. Also, monthly snapshots take up room as well.

• remove unzip from update_oa
• add on line 182: run(['unzip', '-o', 'data',working_area.short_name])
• add on line 197: run(['rm',working_area.short_name + '/' + source]
