Move all tests away from pg_dump for data loading #79

Is your feature request related to a problem? Please describe. Using pg_dump files requires more work and less visibility of whats happening to db

Describe the solution you'd like do all sql calls in tests file like merge_oa tests are

Describe alternatives you've considered Adding ease of use scripts would add more project specific overhead and project specific knowledge
