For the same reasons as https://phabricator.wikimedia.org/T190237 the script needs to have a way to specify the directory it uses to download data

https://github.com/kartotherian/meddo/commit/9ed12091924145d4525504c70932919dd00ba4a4 implemented this for meddo, I just have to do the same here.
