Failure reports in service 1 carry the Packet ID of the telecommand they are acknowledging. In the old PUS, this field had a size of 16 bits and consisted of (see clause 5.4.1):
Packet version number (3 bits)
Packet type (1 but)
Secondary header flag (1 but)
APID (11 bits)
In the new PUS, instead this field only has a size of 13 bits and it excludes the packet version number (see clause 8.1.2.2). Is this rather confusing change intentional?
