Thanks for another great sample @ganesh-sanap 😍✨ I have made the following modifications when doing the merge. Please let me know if you have any further questions.

Removed the border properties that had the width set to 0px and added the border-top property instead.
I think it would look better if the color of the border lines changed to match the site theme color, so I fixed it to change the border line color using a predefined CSS class.
Fixed indentation space from 4 to 2.
Added additional notes about deep link to the README.

Hello Ganesh. Thank you for your contribution. Is there a way to apply the rule to the field "Author" (Created By), instead of "Assigned to"?

@arielnevel Unfortunately you cannot get created by user email in form JSON formatting. Check this for more information: https://sharepoint.stackexchange.com/questions/292429/can-id-column-be-displayed-when-configuring-a-list-form-header-using-json
