What's in this Pull Request?

A new radar chart sample, added in the custom-charts samples package. Here is a list of all changes applied:

  1. updated the README file with the new radar chart sample
  2. uploaded the sample json with comments to make a debug easier and quicker
  3. added an "Export to SharePoint" UI screenshot to help users have a preview of what they are supposed to do

Available to improve this pull request with all further actions and corrections required. Thanks!
