What's in this Pull Request?

This PR contains new cloumn json formatter sample which is used to view essential information about issues through hover cards, offering quick insights in a card format.

Thanks for the awesome sample @Jatin-patil 😍✨️ This sample gives us a quick look at the content and is very useful!

I did the merge, check out the following link. https://github.com/pnp/List-Formatting/tree/master/column-samples/generic-quickview-issue-card

Also, when merging, the content (Created By, Assigned To, etc.) was not displayed if the description was too long, so I added the overflow-y property and modified it so that the content can be viewed by scrolling.
