Add documentation about PowerShell version requirements (re .NET Framwork) #2580

Let's document PowerShell version requirements since PowerShell v5.X and below work with PnP PowerShell where v6+ doesn't.

This is particularly relevant as v7 is known as the 'one true PowerShell' leading to some (points at self) to try installing powershell core and running into issues using pnp powershell. This confusion leads to duplicate issues created in this repo.

The best outcome would be for this information to make its way to official documentation (https://docs.microsoft.com/en-us/powershell/sharepoint/sharepoint-pnp/sharepoint-pnp-cmdlets?view=sharepoint-ps#installation).
