[FEATURE] reminder about TLS 1.0 in module install instructions #2908

Since PowerShell Gallery no longer supports TLS 1.0, I suggest that a reminder in installation instructions to do

before a Get-Module or Install-Module would save a lot of people some time when installing on less up to date environments.
