Expected or Desired Behavior

Template provisioning does not fail despite provisioning cross base template IDs.

Observed Behavior

Provisioning fails with an error.

Here's the output of Get-PnPException:

Steps to Reproduce

create template from stock communication site, but with custom logo set
apply template to modern team site with handler WebSettings
