Environment

[ x] Office 365 / SharePoint Online [ ] SharePoint 2016 [ ] SharePoint 2013

I'm on the latest version of pnp (September 2019).

Expected or Desired Behavior

-handlers or -ExcludeHandlers parameter should be honored

Steps to Reproduce

Simply run Apply-PnPTenantTemplate -Path sample.xml -ExcludeHandlers ApplicationLifeCycleManagement
