Bump webpack-dev-middleware and @microsoft/sp-build-web in /src/assets/pnpcoresdk-test-app #1430

Removes webpack-dev-middleware. It's no longer used after updating ancestor dependency @microsoft/sp-build-web. These dependencies need to be updated together.
