🎯 Aim of the feature

The aim of this PR is to create a walkthrough for the extension with possibility to start it from the welcome experience.

The walkthrough should provide guidance like:

how to setup a dev tenant
what is SPFx and how to get started
how to join and connect with the community
validate local env
guidance about Viva toolkit
how to create a new project
