Description

Introduces a pull request template to standardize submissions for future changes.

Goals

Ensure that all PRs are comprehensive and contain all necessary information for reviewers.

Change Overview

Added a pull_request_template.md file to outline the structure for future pull requests.

I created this separate PR with the correct template. This is an example of what it would look like.
