Some new (potential) bots #132

There are two bots: sai https://github.com/sai-dev/sai katago https://github.com/lightvector/KataGo sai recently started training on 19x19, and its feature is that it's count moku in the winrate, so it'll be strong in handicap games. katago has been a quite strong bot now, please add these two bots into goreviewpartner

@pnprog Will you add them? Besides, the katago can predict the ownership of board.
