Hi do i just move the files to my GTA V root folder??

Download the latest release from https://github.com/pnwparksfan/rph-live-lights/releases/tag/v0.7-rc (file LiveLights-0.7-RC-by-PNWParksFan.zip), and follow the instructions in the readme.
