Update Parity version to v2.6.8 #20

This PR updates an URL to Parity binary and its SHA256 hash along with its version string. These changes are for POA Core, POA Sokol, and xDai chains and can be used with the instruction https://www.poa.network/for-validators/hard-forks/parity-upgrade-guide

For Kovan the version left unchanged because upgrading to v2.6.8 on Kovan assumes that spec.json format should also be changed (for this the separate instruction is available). I propose to update the version for Kovan in a separate PR after Kovan validators upgrade their nodes to v2.6.8 using that instruction on the forum.

@andogro please prepare instructions for validators of Sokol, Core, xDai to update parity version the same way they update before

The validators successfully updated in August using instruction from here: https://forum.poa.network/t/update-parity-on-sokol-to-2-6-2/2926, i.e. https://github.com/poanetwork/poa-devops/blob/2f4128484dfaf87972c72f96d3ed367e32ea03a9/docs/Update-parity-version.md - it is the same as https://www.poa.network/for-validators/hard-forks/parity-upgrade-guide

So now the validators on Core, Sokol, and xDai can use this instruction: https://www.poa.network/for-validators/hard-forks/parity-upgrade-guide
