(Bug) Dutch: Deployment is failed if minRate=maxRate in Step2 #1051

Steps:

  1. Open wizard
  2. Fill out Step 1 forms with any valid data
  3. Fill out Step2 forms with valid data
  4. Make minRate=maxRate (ex. 10)
  5. Proceed to Step 4, submit transactions
