Submit new terms with a select and a click #13

Allow users to select something (a phrase or word) on a page, click something to open a Submission window (that lets us solicit a bit of background info, e.g. is this a political phrase, verbiage, etc.?). On their clicking OK, an email (or similar) is sent to us, allowing us to manually review the change and possibly add it to the next version.

It'd be a good way to get users thinking about feeding info back to us - something we may well use in other avenues and offshoots.

Basically done, just need to add the back-end service for actually dealing with the user's request: sending the email, etc.

The back-end basically works, but the front-end still needs to be done in Firefox.

Front-end does now work in Firefox (including v.12) but the CSS is occasionally badly messed-up.
