New release (0.3.0?) #27

There is quite a few changes since the last release:

I think it would be nice to release a new version of apng, preferably 0.3.0.

I would like to coordinate/push this release since I'm a member of this repository now. (Thanks for the invite BTW!)

@poccariswet what do you think?

Can you update the crates.io release by running cargo publish?

Yup, 0.3.0 is now published on crates.io
