This PR replaces bin/gem_rbs, which is a dirty code to manage 3rd party RBS, with rbs collection.
rbs collection is under development in https://github.com/ruby/rbs/pull/589, and it almost works now :tada:
This PR introduce rbs collection to RBS Rails repository to try using this tool :dog: :dog2:
I'll merge this PR after rbs collection is officially released.
