New GIBS Vizualisation for OPERA_L3_DSWX-S1_PROVISIONAL_V1 (part 1) #25

There is a new Sentinal-1 DSWx product (OPERA_L3_DSWX-S1_PROVISIONAL_V1) that is planned to go operational in July. Data ingest configuration with I&A is already set up. GIBS/Worldview ICD needs to be updated to set up a new layer for this product.
