Implement Cost Allocation Tags #13

Request and implement cost allocation tag for Generate so that we can better track costs to run the workflow.

Acceptance Criteria

  1. Cost allocation tags have been enabled in the services OPS account. [DONE] a. Tags include: team, application, Environment, Vision
  2. The Cloud-Generate workflow has been modified to include the cost allocation tag.
  3. The workflow has been tested to ensure the cost allocation tag modification did not impact the workflow.
  4. The workflow has been executed and it has been cost data has been captured under the tag.
