Migrate AMI identifier scripts to GitHub Actions #16

Migrate the Jenkins pipelines that update the IDL license server AMI and AWS Batch compute environment AMIs to GitHub Actions workflows.

_AcceptanceCriteria:

  1. Work has been completed to scope the migration of the pipelines to GitHub.
  2. The Generate IDL license server has been moved to the public GitHub.
  3. The GitHub Actions workflow have been defined for the IDL license server and for the top-level Generate repo AWS batch compute environments.
  4. The Actions have been tested in SIT.
  5. The Actions have been run and deployed updates to OPS.
