Remove all "XXXXX-PODAAC" collections from HiTIDE #27

HiTIDE POCLOUD shouldn't contain any collections that end in -PODAAC.

Verified in HiTIDE UI (and CMR) that the on-prem (- PODAAC) collection / concept-id references have been removed accordingly.
