Have DPub evaluate all the collections in HiTIDE, l2ss-py, concise, etc and remove any that are obsolete, and add any that should be included

No HiTIDE collections to remove during this PI, except for maybe this one: SMAP_RSS_L2_SSS_V5 @yiboj decides when that one is ready to remove.

CYGNSS_L2_CDR_V3.2 is the only addition that we're anticipating for 24.4. Any others that come up will be noted in column J on this spreadsheet.
