Goal: Refactor SWODLR away from a polling-based architecture to an event-based architecture

Tasks:

[ ] NGAP permissions to allow external publishing on SNS topic
[ ] JPL permissions to allow publishing to NGAP
[ ] Develop HySDS job + user rule to publish event messages to SWODLR SNS topic (https://github.com/podaac/swodlr/issues/66)
[ ] Deploy new job + user rule to SDS and get feedback/testing from SDS team
[ ] Refactor SWODLR's architecture to utilize event-based processing over polling
