Description

Create a UMM-S record for SWODLR.

Overview of work done

Created a UMM-S Record.
Created a GitHub action workflow that uses workflow_dispatch to publish the record (to be integrated into deployment after testing).
Set the cmr and publish.yml files to be ignored when pushing to GitHub repo so that changes don't trigger SWODLR deployment.

Overview of verification done

Created and published a record to UAT to confirm the records follows JSON schema for UMM-S records.
Did not publish associations as it is easiest to do this using the cmr-umm-updater action.

Overview of integration done

Cannot complete integration testing as I believe the workflow has to be defined on the default branch to show up as an option to run in the list of GitHub Actions workflows for the repo.
