Initial CI/CD Pipeline Work

• Testing and linting utilizing JUnit + checkstyle respectively; invoked via Gradle task
• .jars/reports exported as build artifacts
• Images built utilizing Google Jib and the OCI format; uploaded to the ghcr under PO.DAAC's org
• Automatic version bumping on develop, main, and release/* branches, utilizing bumpver, following a similar versioning scheme to other PO.DAAC repos
• Tags on repo + container images automatically generated based on branch
• Complete manual linting of the codebase
