Implements i18n for command descriptions #87

Loads the new LOCALE flag from .env
Uses i18next to translate and interpolate values for different languages
- Loads text data (JSON) from media/locales/{language}/
- Interpolates URL links during translation
Adds Japanese translation

Some possible improvements:

Auto-detect the locale to use (Would this be annoying?)
Auto-detect supported locales using path.exists
Add more languages
Split en locale into en-US, en-GB, etc.
