Duplicate repositories still being added to repository management graph #141

The repository manager is still not creating an accurate set of repositories, as it should only ever have a single repository for a given set of schema ontologies.

Not a bug, the issue is that one user specified poddPlant while the other left poddPlant out. This requires two repositories, especially when the repositories are native OWL repositories, as the assertions in poddPlant should not affect the user who has not selected that as one of their schema ontologies.
