Inside an assemblies context, user is allowed to create recurrent collaborations. A validation should be added:

Only one recurrent collaboration is allowed. In case the user already have one persistent collaboration he should be allowed to do punctual collaborations and a Warning should be shown informing about the reason why recurrent collaborations are not allowed.

In addition, we need the census calls in order to validate that the user do not overpasses maximum allowed per user/year.
