Upgrade decidim dependency to 0.11.0.pre1 #54

This PR upgrades our decidim dependency to 0.11.0.pre1.

It depends on podemos-info/decidim-module-census_connector#26.

I've also removed issue & PR templates because our other plugins don't have them and I think it's overkill with a repo where only very few people currently contribute.
