shouldnt this be part of 2.5.2 - as its introduced with wp 4.2 ?

I'm honestly not super worried about this getting in before Pods 3.0, people can still do this manually through MySQL, they're not trapped, especially for non-table based configs.

meanwhile WordPress uses utf8mb4_unicode_520_ci
