2.8 Field Groups #6187

Description

It isn't possible to move existing field into new group sections. Right now, only new fields can be placed in new groups.

Testing instructions

Drag/drop any existing field into a newly created Field Group.

Expected behavior

The existing field should move into the new field group.

Possible workaround

I'm continuing to use the workaround for groups in the functions.
