Improve UI/UX for Date/Time fields #6320

Description

I believe we can definitely improve a lot for the date/time fields UI/UX wise. Just curious, WordPress already has date/time components which work quite intuitively. Could we re-use these components? See the "Publish" option in the block editor under the "Status & Visibility" section.

The calendar and clock components can be accessed individually using the DatePicker and TimePicker components respectively.

Putting it under an MR for now, we could punt it to 2.9 of course.

@sc0ttkclark See https://wordpress.org/support/topic/terrible-datetime-field-formatting-on-mobile-barely-usable/ I honestly think the 3.0 prio might be a bit late. UX is now more important than ever with WP, Woo, GF and other plugins taking big steps in updating their UI.
