All controllers are Player 1 #231

What steps will reproduce the problem?
1. Any time it is loaded

What is the expected output? What do you see instead?
I expect to be able to use my controllers for player one and two, but both
wiimotes and both gamecube controllers are all controlling Player 1.

Does this issue occur on FCE Ultra for Windows?

What version are you using? On GameCube or Wii?
3.1.2 Wii

Are you using the official build (from the downloads page or auto-update)?
Official build.

Please provide any additional information below.
I've tried re-syncing the wiimotes but they just won't sync when inside
homebrew channel or in FCE ultra gx.
They sync fine anywhere else.

Seems to only happen with Contra...

I will try it later, but it sounds like it might be a bad dumped ROM...

Figured it out, when you press '-' it allows you to select two players. But it 
still
seems odd that both controllers control Player 1 when you select One Player.
