Choppy framerate #276

What steps will reproduce the problem?
Set Game Timing in Automatic or NTSC
Load any NTSC rom and wait about 10 seconds

What is the expected output? What do you see instead?
Smooth scrolling, but instead the framerate becomes choppy.

Does this issue occur on FCE Ultra for Windows?
No.

What version are you using? On GameCube or Wii?
Gamecube.

Are you using the official build (from the downloads page or auto-update)?
Compiled from r462

Please provide any additional information below.
Looks like the r448 changes added this bug.

Samething happens with the Wii version (but only when using the original video 
mode).
I can also confirm that r448 changes addded this bug.

All of them. It happens with the latest version. If I use the previous version, 
the
issue doesn't happen.

Check per example Super Mario Bros in that game is very evident. But all games 
are
affected anyway.

I fixed the jerkyness, caused by the frameskip being activated. but input seems 
to 
lag on original mode still, for me at least.

By input you mean the framerate? Well, your new changes fixed the framerate 
problem
on original mode for me.

Fixed in gamecube also, with no lags or any problems.

this problem occur only in version 3.1.7 . i have the same problem with any 
games in 
original mode.

No problem with version 3.1.6

so i use 3.1.6 instead
