fix MMC3 support for 1MB ROMs #327

What steps will reproduce the problem?

What is the expected output? What do you see instead?
ROM should run. Error screen instead.

Does this issue occur on FCE Ultra for Windows?
Don't know.

What version are you using? On GameCube or Wii?
Wii.

Are you using the official build (from the downloads page or auto-update)?
Yes.

Please provide any additional information below.
"When the ROM starts, it checks whether the emulator can handle
1MB ROMs, and displays an error screen if not.  If you see the error, ask
the author of your emulator to fix MMC3 support for 1MB ROMs."

Go ask the FCEUX team. This is just a port of their emulator.
