Set up infrastructure

User Story

As a developer, I need the following infrastructure set up and available, so that I can develop and deploy the project as needed:

• A GitHub repository with the platform code starting place
• A staging dataset on https://shareaboutsapi.poepublic.com/
• A production dataset on https://shareaboutsapi.poepublic.com/
• A staging map instance protected by password, configured to point to the staging dataset
• A production map instance, configured to point to the production dataset

Two additional instances have been set up on GCP, to get around the restrictions with SSL certificates in Heroku. They are:
